The governor was born on 29 April 1954. He holds the title of Master of Engineering in gardening. The governor has strong links with Stare Babice Commune, where his family has lived for many generations. He has been engaged in local government since it was established in 1990. He was the Chairman of the Council of Stare Babice Commune between 1990-1998. He was the Chairman of the Western Warsaw County Council until 28 March 2000, and then performed the function of Deputy Governor of the Council. He was elected Governor of the Western Warsaw County from the list of the Local Government Forum of Communes in the constituency Stare Babice - Izabelin. He does not belong to any political party. In 1980’s he had links with Solidarity RI. He is a member of the Scientific Council of the Kampinoski National Park. The governor is an enthusiast of bike tourism.

He ran for the election on 12 November 2006 from the list Local Government Forum of Communes and won a mandate of a councillor. He was re-elected Governor of the Western Warsaw County at the first session of the Western Warsaw County Council on 24 November 2006.
